Information, Communications and the Digital Economy Cabinet Secretary William Kabogo has appointed Naiyanoi Ntutu Ng'eno to the board of the Information and Communication Technology Authority.
In a gazette notice dated April 2, Kabogo granted Ntutu a three-year term, effective immediately upon publication. She is the widow of the late Johana Ng'eno.
Ntutu now joins the ICTA board at a time when the authority remains central to Kenya’s digital transformation agenda, including e-government systems and ICT infrastructure expansion. Her role will involve oversight and contribution to strategic decisions shaping the country’s digital economy.
ICTA Board Chairperson Lily Ng'ok Kirui welcomed the appointment, expressing confidence in Ntutu’s capacity to deliver.
“Welcome to the ICTA Board. I look forward to working closely with you. I have no doubt in your abilities and the contribution you will make,” Kirui said.
Strip away the PR language, and this is a political appointment—common in boards like ICTA. The real question isn’t the announcement; it’s whether she brings actual technical, governance, or policy value.
If not, this becomes another loyalty reward dressed as public service. If yes, then she’ll need to prove it fast, because ICTA is not a ceremonial board—it directly affects billions in digital infrastructure decisions.
